Ciudad Del Este, on the Brazilian border has long been a haven for smuggling and is now reported to be base for international terrorists and a variety of mafia - guides recommend all but the bravest of tourists should avoid it. Outside the capital things are calm, but be aware that most men are armed and are not afraid to use knives or guns to settle disputes....
